    The question is whether the change in colour would materially affect the external appearance of the building. In England, I would say that you would not require permission to paint the walls a different colour, even in a Conservation Area. However, I know that you are in Scotland, where I would need to check the legislation. In most cases I would suggest you contact the Conservation Officer at your local authority. A quick phone call will usually suffice, unless you have a grumpy neighbour who you think may complain and then I would recommend you ask them to put it in writing. The Conservation Officer would of course be able to suggest appropriate colours, but they would not be able to make you paint them that colour. by soosy
